Richard L. Firebaugh

PROFESSIONAL SYNOPSIS
As Vice President of SEDSCO, Mr. Firebaugh is responsible for the
effective operation of the business as well a market development of its
services. Mr. Firebaugh directs the activities of designers and CAD
technicians, manages the workload, provides quality control, and serves as
project manager on major design/build projects.
Mr. Firebaugh’s business development and management skills are a
significant asset to SEDSCO’s operations. The knowledge and experience
gained during more than twenty-five years in the natural gas industry are
essential to the professional services being offered by Southeast
Diversified Services Company, Inc.
During his tenure with two major natural gas companies, Mr. Firebaugh
served as an engineer, operations manager, division manager, and general
manager. The experience gained in each position provided technical
expertise in natural gas system design, safety, operation and maintenance
of natural gas distribution systems, gas appliance repair/installation,
administration of customer service functions, development of marketing
programs, franchise negotiations, and human resource activities.
Mr. Firebaugh also has extensive experience in the construction of natural
gas facilities while serving as Project Manager for various projects at
Peoples Gas, TECO Energy Services, and SEDSCO. In this capacity, Mr.
Firebaugh was involved in project design, specification and procurement of
materials, contractor selection, construction management, estimating,
bidding, and negotiations with owner.
Some of Mr. Firebaugh’s relevant experience includes:

North Division Engineer, Indiana Gas Company, 1975-1977
As Division Engineer, Mr. Firebaugh was responsible for monitoring
Federal Compliance of operation and maintenance for ten district offices
in the North Division serving approximately 60,000 customers. Mr.
Firebaugh approved design of all major projects within the Division,
selected contractors for projects, and monitored capital costs related
to projects. Mr. Firebaugh designed odorant injection units for all
city gate stations.

Division Engineer, Florida Gas Company/Peoples Gas System
- Orlando Division, 1978-1981
As Division Engineer, Mr. Firebaugh was responsible for monitoring
Federal Compliance of operation and maintenance for the Division system
serving approximately 30,000 customers. Mr. Firebaugh designed natural
gas systems for the growth in the Orlando area and coordinated efforts
with State, County and City Department of Transportation officials
during highway reconstruction projects. Mr. Firebaugh helped define
areas for main replacement and system upgrade while developing the
Division’s capital budget each year. Mr. Firebaugh also developed large
volume standard meter sets as well as regulator stations.

Manager of Operations, Peoples Gas System - Orlando
Division, 1981-1984
As Operations Manager, Mr. Firebaugh was responsible for the
Engineering, Distribution, Service, and Propane departments of the
Division. Major projects during the period included the Williamsburg
Development near Seaworld (addition of 3,000 residential customers),
International Drive extension from Seaworld to Sand Lake Road, expansion
to serve the newly constructed Orlando International Airport, upgrading
and insertion of all low pressure mains in downtown Orlando, and the
looping of the Orange County natural gas distribution system.

Division Manager, Peoples Gas System, Daytona Division,
1984-1990
As Division Manager, Mr. Firebaugh was responsible for the Engineering,
Distribution, Service, Propane, Customer Service, and Marketing
departments of the Division serving nearly 10,000 natural and propane
customers. Major projects included the negotiation of the franchise and
expansion of natural gas facilities into Port Orange, Florida. Mr.
Firebaugh initiated the journal-training program for Peoples Gas for
service and distribution employees.

Division Manager, Peoples Gas System, St. Petersburg
Division, 1990-1997
As
Division Manager, Mr. Firebaugh was responsible for the Engineering,
Distribution, Service, Propane, Customer Service, and Marketing
departments of the Division serving nearly 40,000 natural and propane
customers. Major projects included the negotiation of territorial
agreements and expansion of natural gas facilities into West Pasco and
Hernando County, Florida. Mr. Firebaugh provided project oversight for
the design of the gate station, distribution system, project
feasibility, and marketing.

General Manager, Peoples Gas System, Sales and Service
Business Unit, 1997-1998
As General Manager, Mr. Firebaugh was responsible for the overall
operation of all gas fired equipment sales, installation, and service.
The business unit employed nearly 250 technicians, clerks, and
managers. The business unit produced an estimated 24 million dollars in
revenue annually.

As Director of Utility Services, Mr. Firebaugh was responsible for the

of the unit’s services. Mr. Firebaugh directed the activities of

control, and served as project manager on major design/build projects.
