PROJECT MANAGEMENT
SERVICES Specification Review
Meet with the engineer/owner and other principals to review the project schedule, permits, drawings, and specifications. Ensure that project management requirements are consistent with services to be performed.
Material and Equipment Procurement
Prepare Request For Quotation (RFQ) for all equipment required on the Project. Where possible, obtain RFQs from numerous vendors/suppliers. Prepare spreadsheets for comparing RFQs and assist engineer/owner with selection of vendors/suppliers of material and equipment.
Vendors/suppliers shall define in writing all warranties and owner may request extended warranties or service contracts as part of the RFQ package.
Assist engineer/owner with preparation of purchase orders for material and equipment for project.
Prime Contractor Selection
Review resumes and experience of available prime contractors and develop a list of competent prime contractors for use by the engineer/owner. Prepare Request For Proposals (RFP) for selection of prime contractor and subcontract agreements for services to be performed.
If necessary, conduct a pre-bid meeting with bidders to discuss project requirements, time line, and view the project site.
Prepare spreadsheets for comparing RFPs and assist engineer/owner with selection of prime contractor for the project.
Assist engineer/owner with preparation of project contracts, construction schedule, and permitting requirements.
Site Mobilization
Conduct pre-construction meetings with engineer/owner and prime contractor. Review documentation related to prime contractor and subcontractors with project inspection team. This could include:
Procedure for Inspection of Materials and Equipment Delivered to Site
Prior to allowing any materials and/or equipment to be unloaded at site, provide project inspection team with inspection guidelines for the acceptance of deliveries at the job site. The inspection of deliveries should be conducted by the inspection team, prime contractor representative, and the freight company/vendor making the delivery. Inspection should include:
Management of Prime Contractor/Subcontractor Work
During each phase of project construction, fabrication, and installation, the project manager (with the support of the on site inspection team) shall monitor the work for quality, completeness, and compliance with project specifications.
Document the project progress using “Daily Progress or Inspection Report”. Take pictures of key work elements and include with reports. Review nondestructive testing reports, compaction test results, concrete sample test results, cathodic protection reports, paint quality testing, and pressure test reports for compliance with project specifications and industry standards. Witness gas cleaning blows, equipment start up and facility commissioning as defined in Inspection Scope of Work requirements. Provide engineer/owner with project updates and/or reports as per Inspection Scope of Work requirements. Provide other inspections services as authorized by engineer/owner during construction of project.
At the completion of review by the inspector, the project manager shall forward all documentation, test results, and reports to the engineer, owner, or appropriate individual.
Project Schedule
Throughout the term of the project, the project manager shall track the construction schedule and ensure that the project remains on schedule. Any delays that affect the timely completion of the project shall be discussed with the engineer/owner. If necessary, the prime contractor may be requested to add resources to meet the project schedule. If the project time line will allow for an extension, the project schedule shall be revised to reflect the extension.
Acceptance of Prime Contractor/Subcontractor Work
Throughout the term of the project, the project manager shall track the progress of the prime contractor. All contractor invoices shall be reviewed and recommended for payment based on project milestones or progress. Project manager shall track all project costs and provide the engineer/owner with weekly, monthly, or appropriate updates.
As the project nears completion, the project manager shall collect all “as constructed” drawings, final test results, commissioning reports, product data sheets, etc. from the prime contractor before recommending final payment.
Project Close Out
Project Manager shall assist the owner with transition to vendor/supplier provided warranty or service contracts that will ensure continuity in support as project moves from construction to commercial service.
Project manager shall work with engineer/owner to insure that all equipment is working as designed, all suppliers/vendors and contractors are paid, project documentation stored, “as constructed” drawings posted to owner maps, and final reporting made to permitting agencies.
